Job Description

The Electrical & Instrumentation (E&I) Estimator is responsible for preparing accurate, competitive, and technically compliant cost estimates for electrical, instrumentation, control, telecommunications, and automation projects, primarily within Brownfield Oil & Gas facilities and as well as Greenfield Projects. The role includes reviewing tender documents, carrying out site surveys, developing preliminary engineering solutions, preparing material take-offs, estimating labor and equipment requirements, obtaining supplier and subcontractor quotations, identifying project risks, and producing complete EPC cost estimates. The position supports the Tendering & Estimating Manager in delivering commercially competitive and technically compliant tender submissions in accordance with client specifications, international standards, and company procedures.

Key Responsibilities

  • Review ITTs, specifications, contract documents, BOQs and client requirements.
  • Analyze project scope and identify tender deliverables.
  • Identify commercial and technical risks.
  • Prepare tender clarifications and technical queries.
  • Attend bid kick-off and tender review meetings.
  • Carry out site surveys to verify existing electrical and instrumentation installations.
  • Assess switchgear, MCCs, transformers and substations.
  • Verify cable routing and cable tray systems.
  • Identify tie-in locations.
  • Assess hazardous area classifications.
  • Verify existing earthing and lightning protection systems.
  • Assess existing control systems.
  • Verify field instrument locations.
  • Review existing junction boxes and marshalling cabinets.
  • Assess telecom systems where applicable.
  • Review existing DCS, PLC, ESD and SCADA interfaces.
  • Assess shutdown and live plant constraints.
  • Identify demolition and temporary work.
  • Prepare survey reports with photographs and marked-up drawings.
  • Prepare detailed quantity take-offs from Single Line Diagrams, Load Lists, Instrument Index, Cable Schedules, Instrument Loop Diagrams, Hook-up Drawings, Electrical Layouts, Instrument Layouts, General Arrangement Drawings, Hazardous Area Drawings, Vendor Documentation.
  • Prepare pricing schedules.
  • Prepare technical qualifications.
  • Prepare commercial assumptions.
  • Support to prepare the Bid Schedule.
  • Prepare exclusions.
  • Develop value engineering proposals.
  • Participate in bid review meetings.
  • Support clarification meetings.
  • Support post-tender negotiations.
  • Prepare Labor, Equipment & Materials Estimation and Cost Estimation.
  • Coordinate with Engineering, Procurement, Construction, and Commercial departments during bid preparation.
  • Coordinate with vendors and subcontractors as required.
  • Identify commercial and technical risks and recommend mitigation measures.
  • Maintain estimating databases, productivity norms, and historical cost records.
  • Maintain and update estimating databases, productivity rates, unit costs, supplier pricing, and historical cost information.
  • Provide technical and commercial support during bid clarification meetings, negotiations, and post-tender discussions.
  • Explain estimate basis.
  • Transfer estimating documentation.
  • Explain assumptions and exclusions.
  • Participate in project kick-off meetings.
  • Support the Project Team during mobilization.

Requirements

  • Minimum 5–10 years of estimating experience in EPC Oil & Gas projects.
  • Experience in Brownfield and Greenfield projects.
  • Proven experience estimating Electrical and Instrumentation EPC projects.
  • Experience conducting Brownfield site surveys.
  • Experience Preparing preliminary electrical and instrumentation layouts.
  • Experience preparing material take-offs.
  • Estimating MV/LV systems, substations, instrumentation, control systems and telecom systems.
